Brewing Water

I am trying to determine my water chemistry here in Silverlake, I have my DWP 2008 Water Quality report in hand and I'm somewhat perplexed (surprised are you?). I have determined what sources supply my area (there are three) and they vary considerably. One example would be "Sulfate" which varies from 34-54 mg/L from the "Los Angeles Filtration Plant" to 170-272 mg/L from the "MWD Diemer Filtration Plant". My water could conceivably come from either of these plants. My questions... of which I have two, are :

1) Is there a way to determine the content without sending out to test a water sample?

2) There is no mention of Carbonates or bicarbonates in the report at all, how can I determine that?

I'm confused!
