I recently had to dump a batch of beer I made last month due to my tongue feeling numb and having this weird plastic taste to the beer. I recently read a post from more beer stating that Water companies are adding chloramine to water as a disinfectant, and how chloramine will react with malt and create chlorophenols.

I'm thinking that I had filtered my water to fast and didn't get enough of the compounds out of the water which then reacted to my beer.

The web site redirects you to the home page just type in chloramine and click facts and brochures and it should lead you to the information.
That's why I just always add campden tablets, gets rid of chlorine and chloramine at the same time, works great.
DWP has been adding chloramine for years to the water as do most major metro areas. The problem is that chlorine comes out of solution too fast.
So yeah, you either need to add campden/potassium metabisulfite powder (my solution) or slowly carbon filter your water.
